What is up with the people who offer draw when they are losing?

True - I can ignore the request but then I thought if I moved - their draw offer was rescinded and they were then able to repeat? Can't remember.....
Ah, sorry.

It's true, even if a draw offer is ignored, moving a piece automatically declines it.

Yeah, I pretty much *never* offer a draw. Even in a drawn position, I let the three-fold repetition take care of it.

I understand that it's mildly annoying, but I just ignore it. It really isn't difficult to ignore.
But the topic of the thread is "why do they do it?", and I answered this common question on the first page. The reason is pretty simple to comprehend.
Sometimes there are hailstorms... (Does anyone other than 'auto body repair people like hail?). It is an irritating element of the weather and no more.
I try to: A) beat them B) remember they may be 9 year old victims who have make silly boasts about their 'rating' or C) those whose parents have boasted about them!! Maybe they will grow up
"Those who are inferior wish for equality (for it will lift them higher)"

@Isaiah, I wouldn't call it a "hailstorm". Storms are powerful, but draw offers from an inferior position are a sign of desperation.
I really don't find it easy to ignore - I'm concentrating that hard - then boom - accept my draw offer.....and then I actually think about it.....concentration lost :(
I hate when they make about 5000 take backs after I have made my move. I personally think it is hilarious when I accept one and then make my move again, this totally bugged my opponent and made him stop asking for a draw.
Or there are also such exemplars, which are really sick in the head. They make wrong move, then I make my move, then they ask for a takeback - I accept and offer the second takeback for cancelling their wrong move. But they reject it! As if they think, that it's I who should make another move (worse move), not they! Feel sorry for these lunatics.=)
