These categories are relative not absolute. When you put a mark on something it must have a logic behind, not because someone else said it. Anyone can be wrong at any time.

Mine is this.

They only played slow chess and when clocks they started using clocks they still played slow chess. Then "rapid" came this was called rapid as it was pretty rapid

After that people started playing 5 min chess this was called blitz because that word means to be vishous attacking quick.

later 1min became more populair becuase blitz was taken they chose bullet as it was really fast

In short: The name blitz has nothing too do with how fast blitz is used a discription of style "an overwhelming all-out attack, especially a swift ground attack using armored units and air support." bullet has been named bullet because it is just all about how fast you go and bullets are really fast
In the end, edge for 3min for bullet, 7min for blitz is probably arbitrary, it has to be I guess.. what other way would there be to determine that? .. Even following FIDE would still be following some standard that was made on arbitrary basis, only earier..
