Can you report somebody for running the clock on losing position?

It is extremely annoying in classical chess when opponents abandon the game and let run the clock for five minutes when they already lost the game. Is that a reportable offense?
5 minutes? Boy, you're lucky! I've had players do that to me for 45 minutes! It's very annoying, but I doubt it's reportable. I just block my opponent immediately.
I wouldn't think so as that is the time you both agreed to play. They can use the clock as they see fit. I was once in a winning position and my opponent had 45 mins left. He got up and went to macdonalds and came back and resigned with a number 3 combo in his hand.
If its obvious the opponent is running the clock down on purpose, yeah you can report them and something will be done about it
It is bad, but at the same time it is good. For many reasons, like: (1) you can savor the sweet taste of victory slowly, that feels so great; (2) it shows how pathetic your opponnet is, it makes me feel really sorry for them, thus making my victory more important and valueble (like, as if they deserved to be defeated); and (3) it shows how sportmanship is important, by contrast.
It is definitely a 'reportable' offense. of that there is no doubt.

Did they stop moving at some point and NEVER moved again, letting 5 minutes or w/e tick down to 0? If thats the case, thats against the rules. I forget exactly the way it was stated; but its definitely a rule.

Now; if they stopped moving for 5 minutes and then started playing again; as they were thinkin; thats different; and is allowed.
My first game on Lichess, I made the mistake of playing Correspondence with a stranger with no time limit. When I had mate in 2, this person sat for a month without moving, ignoring the chat and my private messages. I finally reported it and a mod ruled in my favor.

Never again.
