Can you learn math when one is NOT smart.

No you can learn most math with average IQ at any age, what you need is the proper tutor and audio visual aids. Math is basically logical and the difficult part is remembering the different unique parts but the reasonable ng is basic logic.
As in you look at a calculus problem but do not know the symbolism as opposed to you cannot understand right from left.

Its not PADMAS, its PEDMAS (Parentheses, Exponents, Multiplication, Division, Addition, and Subtraction) I'm pretty sure that MEDSAP is the wrong way

Nooo, its GEMDAS (Grouping symbols{}||[](), Exponents, Division and Multiplication left to right, Addition and Subtraction left to right)

Isn't it basically the same? The G in GEMDAS means group, which refers an equation inside of a parenthesis. The P in PEMDAS means parenthesis which also means the equation in a parenthesis.

Not exactly. the G in Gemdas can be these; {} or these; [] or these; || (absolute value) or these; () and even more
you can learn everything when youre not smart. you wont learn as much as smarter ones, but the only thing that matters is, that you learn, and that every day your a lil bit smarter than your yesterdays self.
