Blacklisting players?

I was wondering, would this be a good idea to have in the chess community? Players who let time run out, use offensive language, and downright have terrible sport for example?
"Players who let time run out": I actually like it when that happens. Gives me time to gloat over the awesome position that made the opponent flee.

"use offensive language": turn the chat off

"downright have terrible sport": chess isn't a sport so that isn't a problem

Sadly it doesn't happen enough at 2000ish and above ratings. :(
The problem with introducing blacklisting into an elo system is people can game it to blacklist players better than them, so they only end up playing player worse than they are. Especially impactful at higher ratings where the player pool is already small.
You can block people. You can also report them.
