Ban for waiting for a withdraw

he isn't marked so it was probably a "timeout" ban (not being allowed to play for a period of time) which is given for consistently annoying people who don't complete their games properly.
As nobody else seems to be curious enough, I'll have to ask: what does "wating for a withdraw" mean?
Maybe the OP got the message because of games like this one (resigning on move 2)?

I would fully understand why such behaviour deserves a warning. But I'm still clueless about the phrase from the title.

Often (mostly lower rated) players simply don't fully understand what they are talking about - they mean no harm but just got Dunning Krugered.

At least that's my theory :D
